A hosting decision for a Japanese WordPress site is an architecture decision, not a speed ranking. Kinsta and WP Engine document managed WordPress platforms with caching, security, and recovery built in. Hostinger documents a lower-cost hosting stack with fixed plans and a CDN that includes Japan, but no Japanese origin server. Cloudways could not be verified on the check date because its official pricing and support pages were not accessible to this review. Choose based on who owns each layer of the request path, and run identical tests from Japan before claiming any performance winner.

Short answer
Kinsta and WP Engine are the strongest documented fits when the team wants WordPress operations managed: caching, security, updates, backups, staging, and support are presented as platform features rather than add-ons the team must assemble. Hostinger is the clearer fit when cost and predictable fixed plans matter more than a managed WordPress layer, and when the team can accept that its documented data centers sit outside Japan while the CDN serves Japan. Cloudways is a recordable unknown here, not a recommendation, because its official pricing and server-location pages returned a bot-protection page on August 11, 2026.
No vendor gets a performance claim from this guide. None of the official sources publishes identical Tokyo test results, and none was hands-on tested here. The decision should follow from documented operating architecture, with a fixed Tokyo measurement protocol as the gate before purchase.
The decision boundary
Five questions define the comparison before prices matter.
- Architecture. Is WordPress managed, and what does the vendor promise to operate?
- Caching. Where can cache live, and is it documented as part of the platform?
- Managed operations. Who updates, patches, monitors, and secures the stack?
- Recovery. What backups and restores are documented, and who can run them?
- Billing predictability. What happens when visits, bandwidth, or storage exceed a plan?
Speed is downstream of those answers. A CDN cannot fix an uncached checkout, and a nearby origin cannot fix a database query that blocks every request.
What each vendor documents
Kinsta
Kinsta's pricing page presents managed WordPress plans for single sites, multiple sites, agencies, and enterprises. On August 11, 2026, its single-site plan showed $35 per month or $350 per year with the first month free, 20 GB of server bandwidth, 10 GB of storage, 125 GB of CDN bandwidth, and 14 days of backup retention. The two-site Pro plan showed $70 monthly or $700 yearly. Plans are billed against bandwidth, visits, storage, and CDN transfer, and overage fees are documented, with notification at 80% and 100% of usage.
Kinsta's current docs describe 30 managed WordPress data centers and recommend choosing the location closest to the target audience. Tokyo (ap-tokyo-1) and Osaka (ap-osaka-1) are listed among them. The pricing page also documents edge caching through a CDN with more than 260 points of presence, a fully managed WAF with DDoS protection, free malware removal, unlimited free migrations, daily backups with add-on frequencies, staging, an API, and 24/7 support. A 30-day money-back guarantee and prorated plan changes are stated.

WP Engine
WP Engine's plans page presents managed WordPress hosting as Essential, Core, and Enterprise tiers. Essential packages include edge content delivery with a global CDN, managed WordPress, PHP and MySQL updates, 24/7 WordPress technical support, real-time WordPress threat defense, a free automated migration plugin, and a local development tool. All plans are documented with daily and on-demand backups, auto-renewing SSL, SSH access, security patching, plugin risk scans, EverCache, one-click staging and dev environments, activity logs, and advanced user permissions. Core adds isolated resources, a 99.99% uptime SLA, AI-powered plugin and theme updates, fast-track support, performance investigations, and managed migrations. Core is shown starting at $400 per month. Enterprise is custom.
WP Engine's Essential plan builder lets the team choose sites, visits per month, storage, and bandwidth, and the plans page notes that visit counts are estimates only and asks buyers with traffic spikes or dynamic websites to contact the team before purchasing.

Hostinger
Hostinger's WordPress hosting page presents fixed monthly prices with stated renewal rates. On August 11, 2026, Premium was shown at $2.99 per month on a 48-month term with renewal at $10.99 per month, up to 3 websites, 20 GB SSD storage, and weekly backups. Business + AI was $3.99 per month with renewal at $16.99, up to 50 websites, 50 GB NVMe storage, daily and on-demand backups, staging, and a CDN. Cloud Startup + AI was $7.99 per month with renewal at $25.99, up to 100 websites, 100 GB NVMe storage, a dedicated IP address, and priority support. The page states a 30-day money-back guarantee and 24/7 support; promotional and renewal prices should be rechecked at purchase.
Hostinger's support article on server locations lists data centers by plan type. For web and cloud plans, documented regions are Europe (France, Germany, Lithuania, the Netherlands, and the United Kingdom), Asia (India, Indonesia, and Malaysia), and North America (USA: Phoenix, Boston, and Asheville). It states that Japan is served through the Hostinger CDN rather than a listed origin, and that data-center availability is subject to change, with the final list shown in the control panel during setup.
Cloudways
Cloudways' official pricing and server-location pages were not accessible on the check date; both returned a bot-protection page before content could be read. That means this guide cannot verify Cloudways plan names, prices, managed features, backup policy, or server-location guidance from official sources. The URLs are listed for the reader to check, and Cloudways-specific claims are omitted rather than guessed.
Caching and delivery
Kinsta documents edge caching and a CDN with more than 260 points of presence. WP Engine documents a global CDN with edge content delivery and EverCache. Hostinger documents CDN included in its web and cloud plans, and its support article says the CDN operates in additional locations including Japan. Cloudways caching claims are unverified here.
For a Japanese audience, separate the origin from the edge. A cached article may be served close to the reader regardless of origin. A logged-in page, checkout, form, or personalized request still reaches the origin, so the origin choice and the application behavior matter more for those paths. No vendor's CDN description proves a Japanese experience; the test must measure the actual request path.
Managed operations and recovery
Kinsta and WP Engine both document recovery as a platform capability: daily backups, staging environments, and in WP Engine's case on-demand backups, while Kinsta documents daily backups with add-on frequencies and 14-day retention on entry plans. Both also document security, patching, and support as included work.
Hostinger's documented recovery is backup-oriented: free weekly backups on Premium and daily and on-demand backups on Business + AI and Cloud Startup + AI. The platform is presented as broader hosting with building tools and AI features rather than a tightly scoped WordPress management layer.
The useful question is who owns the recovery test. A backup that has never been restored is a marketing feature, not an operating capability. The pre-purchase test should include a restore of a representative site and a staging deployment, regardless of vendor.
Billing predictability
Kinsta documents usage-based billing across bandwidth, visits, storage, and CDN transfer, with overage fees and notifications at 80% and 100% of usage. WP Engine's Essential builder asks the team to estimate visits, storage, and bandwidth and states that visit counts are estimates; Core starts at $400 per month with an SLA. A Japan-facing WordPress site can create uneven traffic: campaign spikes, seasonal demand, or a single viral page. Compare not just the entry price but the cost of exceeding it, the renewal price, and the administrative time each vendor's model requires.
The Tokyo test requirement
This guide explicitly prohibits a performance winner in this comparison. None of the official sources provides identical Tokyo test results, and none was hands-on tested here. Any claim like "faster for Japanese visitors" is unsupported until a team runs the same test on the same site across vendors.
A defensible pre-purchase test is:
- deploy the same WordPress site and content on the shortlisted vendors;
- measure from Japanese fixed and mobile networks, not from a development laptop;
- record uncached time to first byte, largest contentful paint for representative templates, form completion, and any checkout path;
- test cache hit and miss, logged-in pages, and pages with third-party scripts;
- restore a backup and run a staging deployment once before purchase;
- run the same protocol on the same dates and network conditions, and record the raw numbers.
The purpose is not to crown a vendor. It is to find which architecture produces the request path the site actually needs.
Who should choose which
Choose Kinsta when managed WordPress operations, a Japanese origin choice, edge caching, and predictable support are the priority, and the team accepts usage-based billing with overage risk.
Choose WP Engine when a managed WordPress platform with strong enterprise controls, an uptime SLA, and documented recovery is the fit, and when Essential's estimate-based planning or Core's $400 monthly entry cost is acceptable.
Choose Hostinger when fixed pricing, backup-based recovery, and a simpler operating model matter more than a tightly scoped managed WordPress layer, and when serving Japan through the CDN is acceptable.
Do not choose Cloudways from this guide; verify its current official pages first.
The counterargument
The strongest objection is that managed WordPress platforms are expensive for a small site and that any modern host is "fast enough." That argument mistakes the entry price for the total cost. The expensive failure in Japan entry is usually a broken dynamic path, a lost backup, or a security incident that no one can resolve. The cheaper host can become expensive when the team must assemble and operate the layers the managed vendors include.
The reverse objection is also valid: a managed platform is overkill for a small static WordPress publication. If the site rarely changes, Hostinger's fixed plans and CDN can be a rational fit. The comparison should be made against the actual workload, not against a brand.
Final recommendation
Start with the five decision-boundary questions, then verify the current pages for every vendor, including the Cloudways pages that were inaccessible on the check date. Choose based on documented architecture, caching, operations, recovery, and billing predictability. Then run the Tokyo test protocol on the shortlist and keep the raw numbers.
Only after that can a team say a host is right for a Japanese audience. A hosting provider is an operating system, not a speed score.
